Mr. Stover has practiced law in Harford and Cecil Counties since 2001, with a primary focus in commercial and residential real estate sales, land use, commercial finance, commercial landlord/tenant, zoning, property rights, governmental relations, business formation and sales, business succession planning and general business representation. Mr. Stover frequently appears in front of numerous zoning appeal boards and government agencies, assisting property owners with developing their properties. Mr. Stover also litigates for business and property owners. Since starting his legal career as a law clerk for the Honorable William O. Carr in the Circuit Court for Harford County, he has been in private practice in the County he has called home since 1982.
Mr. Stover has served on the Board of Trustees of Harford Community College, serving two years as chair, the Arc Northern Chesapeake Region governing board, serving four years as chair and the Harford County Public Library Foundation. Mr. Stover has acted as pro bono counsel to Habitat for Humanity Susquehanna since 2002.
